Aaron Budweg, Eldora City Administrator
As defined by the Small Business Liability Relief and Brownfields Revitalization Act, a brownfield is "real property, the expansion, redevelopment, or reuse of which may be complicated by the presence or potential presence of a hazardous substance, pollutant, or contaminant."
The loss of manufacturing plants through the early 2000s has resulted in population decline and an abundance of underutilized sites. With the help of the U.S. EPA Brownfield Assessment grant, the City of Eldora will be able to assess these sites and stimulate redevelopment, creating new jobs and providing for the community.
Brownfields development aims to repurpose underutilized land into safe and productive spaces, elevating the community and bettering the quality of life for residents. These repurposed sites often act as a starting point for many more redevelopment projects in a small area and can be a catalyst for change in a community. Brownfield grants help communities by investing in communities, helping local leaders transform brownfields sites into community assets, and creating jobs within the community.
The City of Eldora was awarded $400,000 in grant funds to assess environmental conditions at identified priority sites and develop area-wide plans for redevelopment using community input.
According to the EPA, communities that previously received Brownfields grants used these resources to fund assessments and cleanups of brownfields, and successfully leveraged an average of 10.6 jobs per $100,000 of EPA Brownfield Grant funds spent.
